EU Blue Card in Bulgaria: 5-year validity and new simplified regime after changes 2025

We have previously analyzed this topic (here), but in light of recent legislative developments at both the European and Bulgarian level, it is important to revisit the EU Blue Card scheme and highlight the benefits introduced for highly qualified professionals from third countries.

The EU Blue Card is a special residence and work permit designed for highly qualified non-EU nationals. It allows foreign professionals to live and work legally in Bulgaria under a simplified regime and remains one of the European Union’s main instruments for attracting international talent.

Recent amendments to the Law on Foreigners in the Republic of Bulgaria (Articles 33k–33p), regulating the EU Blue Card as a residence permit, and to the Act on Labor Migration and Labor Mobility (last amended in State Gazette No. 52 of June 27, 2025), were introduced in connection with Directive (EU) 2021/1883. While part of these amendments have been implemented gradually since 2021 and 2023, their overall purpose is to create a more flexible and competitive framework for attracting highly qualified specialists to Bulgaria.

The key changes include:

Longer validity period

One of the most significant updates concerns the validity of the EU Blue Card. The permit may now be issued for up to 5 years, but not for less than 24 months. Where the employment contract is shorter, the permit is issued for the contract duration extended by three months, with a maximum period of 24 months and the possibility of renewal. This provides greater predictability for residence planning, employment stability, long-term workforce planning and access to long-term residence within the EU.

Easier change of employer

The procedure for changing employers has been simplified. During the first 12 months of highly qualified employment, a new application and a positive opinion from the Employment Agency remain required. After this period, the process becomes lighter, while the Migration Directorate continues to coordinate with the relevant authorities.

Recognition of professional experience

The new rules allow professional experience to be recognized in certain cases instead of requiring a formal university degree. This is particularly important for the IT and digital sectors. For ICT managers and specialists, at least three years of relevant professional experience acquired within the previous seven years may satisfy the qualification requirement. For non-IT positions, five years of documented professional experience may also be accepted under specific conditions.

Salary threshold remains unchanged

The gross salary under the employment contract must remain at least 1.5 times higher than the average gross salary in Bulgaria, based on the latest official statistical data. Although EU legislation allows lower thresholds for shortage occupations, Bulgaria has not introduced this option.

Shorter minimum contract duration

The minimum required duration of the employment contract has been reduced to 6 months, creating more flexibility for project-based assignments and shorter-term employment arrangements.

Easier family reunification

The regime for family members has been simplified, allowing faster access to residence rights and easier access to the Bulgarian labor market.

Greater mobility within the EU

Subject to certain conditions, EU Blue Card holders can now more easily relocate to another EU Member State, apply for employment there and combine residence periods accumulated in different countries when applying for long-term EU residence.

Fewer restrictions on additional professional activities

The updated regime allows, in certain cases, additional professional activity alongside highly qualified employment, including the exercise of a liberal profession within the sector for which the Blue Card was issued.

These developments clearly demonstrate the intention of both the European Union and Bulgaria to build a more attractive and competitive environment for highly qualified professionals from third countries.
